Hong Kong's Development Bureau has made the Digital Works Supervision System (DWSS) effectively mandatory for public works projects through Technical Circular No. 3/2020 and the Construction 2.0 agenda. This is the practical playbook for going live — fast.

The five mandatory modules

  • RISC form management — digital inspection requests with photo records
  • Site diary — daily progress, labour, plant, weather
  • Safety & environmental records — inspections, near-misses, permits
  • Cleanliness records — daily/weekly photo proof
  • Labour records — attendance, hours, wage compliance

Deadlines and cost caps

  • DWSS must be operational within 3 months of project commencement
  • Implementation cost cap: HK$10M or 0.5% of contract value, whichever is lower
  • ISO/IEC 27001 alignment is the de facto security expectation

90-day deployment playbook

Weeks 1–2: scope modules, deploy mobile apps to foremen, onboard RISC workflows. Weeks 3–6: stand up cloud, identity and audit. Weeks 7–10: roll out site diary, safety and cleanliness modules. Weeks 11–13: training, hyper-care, government reporting.
